The Victorian Aboriginal Heritage Council (Council) has received an application by the Kurnai Aboriginal Corporation (KAC) to become a Registered Aboriginal Party (RAP) for the area shown on this map. If KAC’s RAP Application over the area is approved, the Applicant will be responsible for making key decisions about cultural heritage protection and management under the Aboriginal Heritage Act 2006 (Vic) (the Act). In determining whether to grant this application, Council will consider:

  • the overall scheme and purposes of the Act and whether the proposed RAP Application over the Application Area will enhance the ability of relevant Traditional Owners in their ability to protect and manage their Aboriginal cultural heritage;
  • whether the Applicant has traditional or familial links to the area;
  • whether the Applicant has historical or contemporary interests in, and expertise in the management of Aboriginal cultural heritage in the area;
  • objections of any party whose legitimate interests may be adversely affected if a decision were made to grant the Applicant RAP status;
  • the human rights implications of the decision with regard to the distinct cultural rights of Aboriginal persons as recognised in s 19(2)(d) of the Charter of Human Rights and Responsibilities Act 2006 (Vic); and
  • any other relevant matter.

Notice of Registered Aboriginal Party Boundary Mediation

Dja Dja Wurrung Clans Aboriginal Corporation (DDWCAC), Taungurung Land and Waters Council (TLaWC) and Wurundjeri Woi Wurrung Cultural Heritage Aboriginal Corporation (WWCHAC), currently have boundary requests on foot over the areas shown in the map below.

The requests for section 155 Boundary Variations were received as follows:

  • DDWCAC (21 July 2021)
  • TLaWAC (31 August 2021)
  • WWWCAC (26 August 2020)

The interests of DDWCAC, TLaWC and WWWCHAC over the Hanging Rock and surrounds area (as mapped) will be considered by Council pursuant to the outcomes of a mediation process and section 155 of the Aboriginal Heritage Act 2006.

Proposed variation areas

A map of the application area of the Dja Dja Wurrung Clans Aboriginal Corporation's section 155 request area, the Taungurung Land and Waters Council Aboriginal Corporation's section 155 request area and the Wurundjeri Woi Wurrung Cultural Heritage Aboriginal Corporation's section 155 request area. The application area is the current unallocated area between the three existing RAPs and includes Hanging Rock, the northern face of Mount Macedon, south of Woodend and then south-east.

Wadawurrung Traditional Owners Aboriginal Corporation s155 Request for Boundary Variation

A map of the section 155 request for boundary variation from the Wadawurrung Traditional Owners Aboriginal Corporation.The application area includes a large section of Port Phillip Bay. Application area starts off the coast from Werribee South, and runs south along eastern boundary of existing RAP area, east to off the coast of Rosebud, then north then north-west back to the starting point off the coast of Werribee South.

Taungurung Land and Waters Council s155 Request for Boundary Variation

Decision area

A map detailing the section 155 request for boundary variation from the Taungurung Land and Waters Council Aboriginal Corporation. Area starts at Shepparton, heads generally east to Wangaratte. Area heads south east and meets up with TLaWCAC existing RAP area. Area follows the northern boundary of the TLaWAC RAP area to Karook then back to the starting point at Shepparton.
